Player Losing connection

I have a question.

Does "player xxxxxx is losing connection" mean someone has hit Alt-F4 ?

Sometimes I shoot someone and they log out, at the exact same moment that message comes up.

Is that message related to that person combat logging ?

In my experience it is related to involuntary disconnecting, but it can be done on purpose..so yes combat logging.

Yeah I've noticed it happens when people are genuinely having connection issues, but I wanted to be sure it happens when someone Alt-F4's as well.
