Direct chat/Microphone Issues

So i've had this problem for as long as I can remember.

I can not hear any microphone or text chat of another human being unless it's in vehicle chat or side chat. I tried allowing the Exe's through Firewall but that did not fix it, nor does the latest beta patch fix it.
