Vehicles not spawning.

My server has been open for a week and a lot of my players have been telling me they haven't seen any vehicles spawns at all. Any ideas?

i could be wrong, but there is limits on the amount of a certain vehicle on servers, (1 heli per server for example)

So could be a chance that hackers have already spawned these vehicles so that they dont spawn?
