Some suggestions...

1. disallow making a fire outside when raining.

There is currently no requirement to kill Z's, it's actually pretty pathetic. In no way is this game a Zombie Survival game.

2a. Make them [Z's] always catch up to a player and deal damage. So if you aggro them there's a good chance you could die.

2b. How about a requirement to kill a certain # of Z's before you can wield high-tier military weapons.

If the zombies are going to deal damage on the run, then take away their Usain Bolt speed to catch you. Why the dead have insane, erratic foot speed is beyond me, but it isn't a game breaker BECAUSE they do not deal damage on the run.

To tweak your other suggest, maybe add a firearms proficiency to the game. Meaning, I would be able to pick up and use an as50 from spawn if I tripped over it, however, I wouldn't be able to shoot a penny from 800 meters out until I was 'used to handling' it.

I can build a fire in practically any weather condition. Not being able to build a fire in rain is TOTALLY unrealistic. I can even make a fire with a firebow in rain... no matches, liquid fuel, etc. All tinder and kindling and firewood gathered from the wild. And the firebow built from the wild resources, too.

Concerning the Z's, I believe body shots shouldn't do anything. Headshots should kill. Arm shots should make arm use reduced including hitting attack power reduced. Leg shots should slow them down, eventually with enough shots it should force them to crawl. Center mass shots to the lung areas should "mute" the Z's so they are soundless except for the clacking of their teeth when they're close.
