They spawn around the Helo Crashs, Barracks at NW Airfield and if you kill a Pilot around a crash site there is a very very very slim chance they will drop NVGs.

Yes, it's true. My friend found some on a military zombie while we were at a heli crash site. Whether or not they are only on heli-crash-site-pilot-military-zombies, I don't know. But I know for a fact that it's possible on some kind of military zombies.
