Locked Servers??

I tryed to join NYC7 And it was locked with 37 players out of 50 in it i belive this is against what was asked by rocket?? that isent the only server iv seen locked but it is the main server i use since i live in NY the connection is usally better for me

Again the server is locked?

Noone see's an issue with it? and no it isent to test the server there 31 people playing and it holds 50 max
