Did bandit skins get removed?

This probably comes off pretty stupid, but are bandit skins still present? I haven't seen anyone wearing one. Thanks.

For me what was happening was I would start with a bandit skin, then after about 10 minutes or so it would revert to a normal skin, When I killed someone it would turn back into a bandit skin reseting the counter to zero including the kill I just got, then about 10 minutes later it would revert back to the bandit skin... strange indeed.
