Looking for a decent US server

As the title says, I'm looking for a US server with:

1) non-abusive admins

2) decent amount of people 5-30 throughout the day

3) prefer a west coast server with low ping

4) keeps the server updated and isn't going to die anytime soon

Saying "hey use the filter" is not the answer I'm looking for.

Edit: Thought this was server section lol
