Possible Hacker/Cheater on US 1570 Tangent

I was playing on one my favorite servers, US 1570 TANGENT. I was on Dobryy north east of Elektro watching my friend loot the far fire station. He was sniped

and killed by another player. The sound was pretty distinct of a 50 cal weapon such as an AS50. A few minutes later I had the player in my sights(CZ550). I took 1 shot, hit him in the head and nothing happened. It appeared that he was losing blood but he was just standing there. I took a few more shots(all hit head shots) and nothing happened. I assumed it was just some lag issue. When I went to aim at him again he was gone.

About 3 minutes later I saw the player prone with a sniper lower on the hill. I took one shot and killed the player. My friend who was originally killed by this player searched the body and found an AS50, GPS, and other very rare items. I just thought maybe the player got lucky and had been playing awhile, but I started to have my suspicions. After another 2 or 3 minutes the player appeared near my friend and ran around him very quickly. My friend and I both signed off the server.
