nonpersistent tools and possibility to fail at using them

I'd like to see tools such as matches to be nonpersistent. So when you find a box of matches it would have for example 10 matches in it. Also there should be a chance to fail at using them (especially if it's raining). Also things like knives, axes, etc. could wear down in use. Currently you find those things once (per character) and don't need to care about those anymore. This change would make those items more valuable since you would have to get new ones once in a while (meaning more trips to towns).

The chance of failing could be extended to converting bullets. For example when you're converting revolver ammo into 1911 ammo there could be a 5% chance of destroying the ammo. The chance for failing would be higher when playing around with ammo for the more powerful weapons.
