Where did Global Chat go?

Why is it that none of the servers I go on have global chat? It saddens me that I can never talk to people currently on the server. I know it was used for spam, but couldn't admins simply ban spammers and keep global?

tl;dr: I miss global chat.

It's not allowed anymore, however some servers still have it.

Rocket felt it took away from the realism of the game, so he made the decision for the server admins....
