Audio Options, slide the VON all the way to the left. You will lose all voice chat, though, not just global.

You can press "P", then click on the player (if you know who's voice spamming) and click on "Mute". Or, you could just go into the sound options and turn Voice chat (VOIP or VON in the menu I think) all the way down.

Just walk away, the local chat only covers about 50 meters. Or shoot them. Why are you so close being spammed?

Change servers in that case.
