Say what about skins?

So, i've seen a shit storm of skin threads recently, saying bandits skins and hero skins (something along the line) are back.

I've been playing for hours today and I havent seen a single custom skin aside from Ghille suit players.

What's the deal, are they back or not? Possible screen cap of this so called "hero" skin i've heard?

You have to move your humanity to max or min to get the skin change.
