Screen tearing while using ironsights.

The title basically says it all. While i'm using the iron sights of any weapon I get this terrible screen tearing that makes following any moving target imposible. Sniper sights are ok thou. I've uploaded short youtube video so you can see WTF I'm talking about. The tearing appears only on iron sights. All other parts of the game are smooth.

So after about an hour of tinkering with video and control options I've found that setting mouse smoothness to about a half removes the tearing. But then the mouse movement feels like it's in water. Kinda delayed and not sharp. So I don't know. Should I play with tearing that kills my eyes, but I could at least aim fast or remove the tearing but make my aiming hard and tedious?

Does anyone have a better solution? I can't believe that I'm the only one who have this problem.
