When a server first starts is there a timer on vehicle spawns?

I heard choppers take up to a week to spawn, but is it like that with all vehicles?

Related question - on a virgin server, is there a vehicle at EVERY vehicle spawn location on the dayzdb map? Or is there a certain percentage chance of a vehicle, like regular loot spawns?
