Are there are a finite number of vehicles on a server?

I'm with a private server, so we know how many there are; 7. We have a bus, traktor, GAZ, V3S, Pickup truck and 2 S1203's.

But now for a few days, after multiple server restarts, we haven't found one vehicle. No single car, heli, watercraft, whatever.

A private server? like one that is not connected to a hive?
