Never vehicle server

Hi, vehicles dont spawn on our server. I was on allmost all spawn points of all vehicles and nothing but when i go to another server there is allways some vehicle. We tried to restart server, hard restart server and nothing. Still never vehicle. So really where is the problem ? I dont have any idea.

It may be that someone has commondere all of the vehicles and taken them off the map.
