Your telling me Berezino, the largest city on the east coast of Chern, doesn't have a single Fire House?

Add more fire houses. Get people out of Chern, and into the eastern-portions of the map. As it stands now, there's almost no reason for top-tier bandits/survivors to venture into any towns other than NW AF, Cherno or Elektro. Give players more reasons to shoot dudes in other places.

One fire house in Berezino would draw a lot of attention, and would likely turn the city into an Elektrozavodsk-esq place.

Keep in mind he did not make the map guys. I think that's beyond the scope of the mod, without us having to download a whole new map as part of the mod. Cheranus is an ARMA II map, he cannot change it.

Of course he can add buildings in. Look at the medical camp at Balota or the tents in Chernogorsk. They're just added in through the editor and they got loot in em.
