Can destroyed/blown-up vehicles be repaired?

Buddies and I took out a vehicle to the point of explosion/burning. My question is that once this happens, can a vehicle be repaired into driveable condition?

For reference, it's the GAZ (grey). It allowed me to attach wheels, engine parts, and fuel tank parts just fine. According to the Wiki, it takes 1 scrap metal which I used on it and nothing about the appearance of the body changed. I also do not have the option to enter the vehicle. I can save it, however.

Is this a fruitless endeavor or are we not doing something right? Could someone clarify this?

If they were saved before then they will respawn where they were destroyed at the next server restart and be fully repaired.
