When a pack has loot under or around the first option you will get is gear, so move the loot under or around the pack, drop it somewhere else then you can open or take pack.

Adding to this, the same thing happens if you drop a pile of items in one spot (say: ammo, wood, beans, and a jerry can). Sometimes you will be unable to pick up the jerry can again until the "obstructing" items have been cleared away.

The best thing to help this bug would be to eliminate those useless whiskey bottles and empty cans from spawning amongst non-gear-menu items.
