Dedicated Server problem

I bought a dedicated server from a site last night with just 6 slots. It has been creating for 12 hours so i e-mailed the site and they told me that the server will never be up because Dayz servers need to have a minimum of 40 slots. Is this true?

If it is not true how long will it take for it to 'create' and start working?

It is true, DayZ requirements are 40+ slots per server.
