Strange thing that won't let me play?

I don't understand ... ever since I killed somebody this thing keeps showing up whenever I try to join a server. It's really scaring me (I picked up a Horn from somebody so I assumed that he was a hacker but I didn't know hackers could do this)

Or is this not a hacking problem? I know this isn't just a server problem because it happens everywhere and I don't think that I'm banned (I'm sure that it would tell me that I'm banned).
