Solution for "Safe-zone" requests

Spawn some NPC riflemen in a small village or area (castle maybe?) and give them assault rifles. They aggro against anyone firing a gun in or around the town. This would give players some place to relax without making it impossible for bandits to attack. A lone bandit would get destroyed but if they grouped up (herding cats) then they should be able to take it no problem.

Disclaimer: I'm no modder so I have absolutely no clue how difficult implementation would be or if this is the perfect solution.
