How doe vehicle spawns work

So how do vehicle spawns work like domthey spawn after one has been destroyed and does each server only have one of every spawn, do all vehicles spawn when the server is started.

Vehicles spawn like guns do - they are completely random and spawn at pre-designated points. Of course they are extremely rare, but when they do spawn, they are not in drive-able condition. You have to repair them, put in new tires, fix the gas tank, then fill it with gas, then you can drive/fly around in it. Of course if it is a helicopter you will probably have to fix the rotors too.

today i went on a server that restarted a couple of mins ago... i found a atv in stary sobor, it was fully fuctionnal and had a bit of gaz in it. Their is no vehicle spawn point in this town. Does that mean I stole somone atv and he could of been right next to me looting the military camps?
