Cannot Remove items from tool-belt

Hi there, I've noticed a bug. It seems that I cannot remove items such as the hatchet or flashlight from my toolbelt into my empty secondary weapon slot. I right click the tool, select '' Remove from tool-belt'' and nothing happens.

Does anybody have a solution?

You have to make sure there's place in the spots, other than that I don't know.
