In-Game Chat Not Working?

So my in-game chat doesn't seem to work. I've tried to use all the channels with text and voice and apparently no one else can hear or read my communications. How do I fix this?

I too am having this very same problem, the only way I figured you can communicate with others is when you're in a Vehicle with someone else and use Vehicle chat.

happened to me also this afternoon..... a group came upon me and asked if I was friendly

... I tried to tell them yes.... in the end I saluted them as they gunned me down for not responding

fabulous!
