Blue and white trucks filled with wepons

Heh, you're mis-understanding DayZ a bit.

The blue and white truck you're talking about is a 'Ural Civillian'. It's not filled with weapons when it first spawns, but the vehicles in this game tend to get horded. Most people hide those vehicles on the edge of the map and fill them with guns that they find after killing people or looting high-yield loot spawns.

You can use this map to find the vehicle spawns.

When a vehicle spawns, you'll need to repair and refuel it most likely.
