Having a penalty for killing unarmed/low geared people should be added of some sort.

Or a setting that makes your character "friendly", I.e you cant shoot anyone, but they can shoot you, with a severe penalty, like giving their position on the map or other people can kill them without getting penalties. Etc... you get it.
