Low FPS in random servers

So my problem here is that sometimes when i join a server, sometimes the game's FPS is around 5-10, when normally its in 20-35 FPS. I really dont know the reason for this and it seems to be really "random" on servers, and the bug does not fix if i change the video setting to the lowest. When i join another server the FPS usually is normal, and my graphics are normal/high in the game.

Computer specs:

Processor: AMD Phenom™ II X4 970 3.50 GHz

RAM: 4 GT

System: Windows 7 64 bit.

Be aware that in arma the Sever's FPS can dictate the FPS of the Client.

Eg if the server is running like crap your game will run like crap too.
