Night vision and scopes

So I'm curious, is there any particular reason that night vision only works on the DMR?

It does seem strange that it doesn't work on the SVD which has no zoom yet works on the DMR which has zoom.

Is anyone able to clear this up for me? I have very little experience with ArmA2, maybe 25 hours at most.

It's actually wrong that we are using NVG with any of the scope.

I don't know why but BI seem to make NVG usable with crossights and scopes.(except for most sniper rifles)
