Loot not appearing

Has anybody had these problems where there are places that should have loot, I run through cities there are no zombies and no loots, I am currently in an apartment building in Berezino. I dont know if its an issue with the loot spawning or the zombies. I know its not a latency issue. Just wondering if anybody else had the same issue.

I think its a server issue. I had the same problem in the same place, switching servers fixed it. I'm not sure beyond that.

I get the same thing pluss even when there are zobies I get almost no loot anny were. barns being the only exeption.
