Guns spawning without ammo

As title says.

Does that mean that someone dropped a replacement (Picking up the spawned gun, and dropping the one they have on themselves)

Or is it a bug?

Guns have a chance to spawn 0-3 (or so) magazines when they spawn. So yes, possible. It sucks and that's a good thing.

No, its me(and likely other players) EX: if I had a Lee Enfield, and came upon a shotgun, I'd take all the shotty ammo, but leave the gun. Drop the ammo somewhere when my bags are full. Now the gun is useless, unless the player already has ammo, or until it respawns. lol, sort of a d*ck move, but I look at it as a factor of survival...

but they also spawn without ammo...
