Errors with Arma II: OA - I have tried everything =(

Sup, my brother and I installed Arma II and OA today to play Day Z Mod, i got it all working, no errors. So.. i do the exact same thing for him, and he gets a shader error when trying to play OA to be able to combine them in Combined Operations. When i try to just launch CO with DayZ, it loads up for a second and says "Bad serial number given at setup".

Before anyone says have i checkde anything else, im pretty sure i have checked everything, verifying cache, giving Valve full permissions(was already set). Is there anything else i can do? Here is a error he gets when trying to run CO(im guessing because he hasnt played OA atleast once):
