Binding sounds, ala ANZ 1/AusArma

I've noticed that often when someone starts talking in side chat with their mic, a sound effect plays saying "SHUT THE FUCK UP"... I'm assuming that this is server side since no ones name pops up when it goes, so no indication that another player is using a sound bite.

Keen for this (28 seconds in) :P
