You need the chopper to pretty much be 100%.

Exactly the same happened to us, make sure you scroll down all the way through the list of things to repair, cant remember what's at the bottom, but it was the cause of the fuel leak for us.

You need to fix EVERYTHING including the windshields (there are 8 of them)

We have a chopper but need 2 more windshields to test to see if it works but according to a friends clan who we helped find their chopper first on another server repairing it all the way didn't fix the leak, it ended up stopping after their pilot lagged and crashed the helo and then once they repaired it after being destroyed it stopped leaking.
