To actually answer your question. Bandit changing was broken until (supposedly) he most recent patch 1.5.2.

Also without guys like him creating a threat in the "noob" towns it would make it boring and too easy to scavenge

Hell at least they are trying to roleplay an actual reason for the PvP. Everyone else just does it just for the fuck of it. Including Rocket.
