new hardware, how good will this run

this is my new specs, how would you assume my fps to be after re-installment of windows

AMD Phenom II x4 955

Asus M4A88T-V EVO/USB3

Corsair Dominator GT CMT4GX3M2A1866C9, 2x2gb 1866Mhz.

Maybe just try it out??? You cannot say how good it will run on your new PC. Sometimes the same pcs have different fps.

well i am stil waiting on the parts but i am unsure if i have to buy a new video card or that it will be able to preform propperly

Video card is unimportant for this game. Processor and Server are the important things.

is the amd phenom II well enough of a processor to propperly run the game?

I have a Phenom 2 X4 6..something. And my game runs good enough I would say. Your processor will do a good job I think. Maybe you'll have to change some video settings, but it will be ok.

well its quite a upgrade from my pentium d 955 so hopefully i will not have to keep resorting on killing squads inside forests and small towns and i can finally move up to major city's

The lag in major city's is horrible. Its a big advantage for people with good pcs.
