Possible server admin abuse?

I was playing on US 1014 and killed someone. About a minute later as I'm looting the body, I lose connection to the server and it says no information received from the server and does the count in seconds. I wait a few minutes and join back onto the server and the body is gone. And there is a guy next to me like he's waiting for me. Not sure if it's him (not sure if this is possible) or a friend of his? This guy kills me and of course. Is it common for server admins to do things like this? While, it's quite possible it's coincidental that this guy is waiting for me, I highly doubt it since we were in a remote area.

I don't mind going back and starting over and getting gear again. But I think it's kind of shady if server administrators have the ability to do things like this.
