ISSUE

Upon logging into the game I'm running about 2-5 FPS. When I look at the sky without any visible terrain I'm getting around 15 FPS. The game is unplayable. I cannot do anything.

That graphics card is old, and even when it was new it wasn't made to play games.

CPU could do the job but your Graphics card is too weak.

So could I buy a decent graphics card for around $50? if so, what should I look out for?

No, you couldn't get a decent graphics card for 50. I'm using a Radeon HD 5770 and they run for $115, but a 6850 runs for 150 and is the absolute best bang for your buck (Proof here: http://www.videocardbenchmark.net/gpu_value.html)
