Low CPU/GPU Usage

Why does this game run like crap, even on a decent PC?

CPU: i7 930 @ 3.6Ghz

GPU: GTX 470

Ram: 6GB Corsair Triple Channel

I have done just about every tweak/change and this game still runs like crap. I'm seeing anywhere from 30-60% GPU usage. I saw it once at 99% and it dropped to 60% once I entered Elektro. My CPU is showing the same thing with ~50% CPU usage.

I have edited the config files for all possible changes. At the end of the day, it's pretty much the same.

Note: When playing singleplayer in Chernarus, the game ran great.

May i ask how many FPS can you get?

While walking on a town/looking at a town and while walking on mountains or even, looking at the ocean?

My computer doesn't compare to yours:

I have a Intel E8400 3.0Ghz - 4GB DDR2-800 - Asus GTX 550 Ti 1GB GDDR5

While walking on towns i get between 20-30 Fps.. other than that its most of the time above 50Fps

In towns, I get anywhere near 25-40 FPS. Outside of towns the game runs better but after playing for an hour or two, it starts to stutter and I would have to restart my game.

I have the same problem... I have an amd phenom x4, 4gb ddr3, amd 6870...

cpu is oc'd to 4ghz, and gpu is oc'd to 950 core... I get 0-30% gpu usgae... and 10-25 FPS...

Simply unplayable..
