Framerate locked at 30 FPS

ATI Sapphire 6870/Core 2 Duo e8500 3,2 GHz here. CCC setting = v-sync default off.

Ingame, v-sync is off. Also in arma2 cfg, it's set to 0.

My CPU and GPU load are around 70% when playing ARMA 2 DayZ multiplayer.

I tried everything in the video options, setting from low to high and manually changing the settings in advanced mode - not a single thing changed other than graphics becoming ugly.

I'm out of ideas.

Google search didn't help at all.

edit: I just joined a server and it's at 35 fps max now (nighttime). I don't get how this game was coded. Apparently it's not locked at 30 afterall, but still... why the low fps when my PC has plenty of ressources available? Where's the bottleneck?
