Helicopter Crash Site Loot - does the loot respawn?

I've read that loot doesn't respawn. I've also read that loot respawns after 20 minutes of inactivity.

Personally, I've looted the same helicopter crash site twice within the hour. Can someone clear this up? was this just a glitch?

I'm asking because it's not working the same way for me today, and I'd like to know why that is. ^_^

You looted the same site and the same drop points?

I think sometimes people miss things in the grass. Maybe you missed something and it was still there when you came back?

All of them that I've found I assumed were previously looted. They either had zombies only of stuff that people discarded or one high end gun in the grass somewhere with no ammo (I assume someone grabbed the ammo but already had the gun).

normal loot respawns in about 15 minutes, crash sites dont respawn loot till server restarts and a new crashsite spawns

Yeah, no re-spawns at crash sites. You can literally risk your life for bandages.
