How exactly does saving a vehicle work?

My question is that if you save a vehicle in say... Balota, and go to the NW airfield, and don't save it, but the server restarts, would it save the car before it restarts, or not? And if it doesn't will the car still be in Balota or will it be in NW Airfield without whatever you saved in it.

The car will appear where it last was saved.

So in your case, if you drove from Balota to NW and didn't save it, then the server restarted it would be back in Balota.

Or where it was last saved.

Well if you had the vehicle stopped and you got out of it where you stopped it, then it should be there. Saving only affects the items inside.
