When we got out fresh server with a brand new instance ID it took about 4 days before the first vehicle was spotted, there are no guarantees Helicopters are going to instantly spawn in... and if the past is any indication, they are going to spawn in like once a week. It was setup within the hour. All the vehicles had spawned. We had a bus and were driving through the main cities finding vehicles left right and center, we couldn't get them all...
