Is there a limitation on how many tents you can have?

So it has been at least a good half a week since I last saw a tent while looting. Even in Electro and Cherno I havent been able to find diddly. Is there a limit on how many active tents you can have therefore limiting the spawning of packed tents? We have about 10 tents at one of our camps and about 7 at another.

If not where are you guys finding these little buggers and what is the spawn chances of tents?

I had a tent today but finally threw it away in frustration after trying to place it in about 100 difference flat crapless locations and getting, "You haveto place this in a flat crapless location" messages regardless.
