How do vehicle spawns work?

Do they reset when the server restarts? If not, when?

Do they spawn repaired already?

No, they respawn when they havent been touched for 7 days I believe.

Most spawn needing some repairs.

No vehicle spawns in locations where they are supposed to spawn. Vehicles spawns woth some parts fixed up but most of the time missing the engine. They don't respawn after a restart though
