How can I play in windowed mode using the Steam version

I have Arma 2 and Arma 2: Operation Arrowhead downloaded on Steam but the only way to play this mod is if I launch Arma 2: Combined Operations. It wont work if I select "launch in windows mode". Every time I try that and try to get into a game it says "Can't connect due downloadable content that has been deleted ".chenarus".

So my question is...is there any way to get this game playable in windowed mode?

Ever consider checking the video settings?

Edit: C:\Users\\Documents\ArmA 2

ArmA2OA.cfg

Edit windowed to 1
