Night time - Can't see anything

Long story short:

New pc build - same graphics card.

This time round though, I can't see anything at night. Everything is black. Changed setting after setting but the darkness refuses to budge.

On an old 5770, help appreciated.

I haven't checked the link but I heard turning HDR up helps with seeing in the night.
