GPU usage drops along with fps

This game pisses me off more than any game i have ever played.

My computer specs go above and beyond the recommended for arma 2

Yet my gpu usage is 30% and only gets 25-30 fps

CPU usage is 40%

Often gpu usage will drop to 10-15% and fps will drop to 10.

CPU stays around 40% when gpu usage drops

4gb ddr2 pc2-6400 ram (800mhz dual dimm unganged)

AMD Phenom x4 9750

ASUS GTX 460 1gb

ASUS M2N68-AM Plus

Western Digital Carvier Black 500gb HDD

If there are any fixes for this i would much appreciate any suggestions.

I've reinstalled arma 2, arma 2 operation arrowhead, dayz, Most up to date nvidia driver, nvidia Beta driver
