Vehicle spawns

So from what I understand, there is a finite amount of vehicles on a server, and unless they are blown up, they will be only where someone had left one/at its spawn? The problem I see with this being that once all vehicles are found they will be hoarded and kept very hidden and unless you were one of the first people on a server, you dont stand a very good chance on ever seeing a vehicle.

Thoughts?

Server restarts spawn new vehicles. But you can save a location or something (I don't have many vehicles~)

Just restart the server and sit near a vehicle respawn. They won't spawn back unless someone saved the vehicle.
